බිබිල මහජන පුස්තකාල‍යීය මාර්ගගත සුචිය වෙත සාදරයෙන් පිළිගනිමු
ඌව වෙලස්ස පුරවරයේ මොනරාගල දිස්ත්‍රික්කයේ බිබිල මැතිවරණ කොට්ඨාශයේ බිබිල නම් නගරය පිහිටා ඇත. 1818 වර්ෂයේ ඉංග්‍රීසින්ට එරෙහිව ඇති වූ මහා කැරැල්ලට පණ දුන් විරෝධාර විරුවන් බිහිවී ඇත්තේද බිබිල පුරවරයෙනි.
එසේම තවත් සුවිශේෂී කරුණක් නම් ඈත අතීතයේ සිටම දොඩම් වගාව සරුවටම සිදු කර ඇත්තේද බිබිල නම් සශ්‍රීක ප්‍රදේශයේය. ස්වභාවික වනාන්තරද ඖෂධීය ශාක වලින් ගහනය වූ නිල්ගල වනාන්තරයද, ස්වාභාවික ජල උල්පත්වලින් හා වතුර බුබුළු වලින් පෝෂණය වූ රමණිය මනරම් පරිසරයකට උරුමකම් ඇති ප්‍රදේශයකි. මෙහි තැන තැන කිසිදා නොසිඳෙන වතුර බුබුළු රාශියක් තිබීම නිසා පැරණි පොත්පත් වලද “බුබුල” කියා ව්‍යවහාරයේ යෙදුනද එය භාවිතයට ඇති අපහසුව නිසා “බිබිල” යනුවෙන් ව්‍යවහාරයට පහසු අයුරින් නම්වී යැයිද කියවේ.
1967 වර්ෂයේදී ශ්‍රී ලංකා නිදහස් පක්ෂයේ ගරු සභාපති ජි.එච්. අමරපාල මහතාගේ ප්‍රධානත්වයෙන් බිබිල මහජන පුස්තකාලය ආරම්භ කරන ලදී. වර්තමානය වන විට II ශ්‍රේණියේ පුස්තකාලයක් බවට පත්ව ඇත. එසේම සතියේ දින හත පුරාම විවෘතව පවතින මෙම පුස්තකාලය රජයේ නිවාඩු දින හා පොහොය දින වල වසා තබනු ලබයි. පාඨක සේවා අංශ රාශියක් යටතේ සිදුකරනු ලබයි, පොත් බැහැර දෙන අංශය, පරිගණක අංශය,පුවත්පත් හා සඟරා අංශය, විමර්ශන අංශය, ළමා අංශය, ප්‍රජා තොරතුරු සේවා අංශය,රාජ්‍ය සේවක තොරතුරු අංශය,සෞඛ්‍ය තොරතුරු සේවා අංශය,පුවත්පත් ලිපි කැපුම් එකතු සේවා අංශය,ශ්‍රව්‍ය දෘශ්‍ය සේවා අංශය, බිබිල ප්‍රදේශයට විශේෂිත වූ ස්ථාන හා සේවා පිළිබඳව තොරතුරු එකතුවක් ලෙස පාඨක සේවා සපයනු ලබයි. පුස්තකාලය සතු පොත් එකතුව 18000 ක් හා සාමාජිකයන් 5000 ක් පමණ වේ. එසේමපුවත් පත් 32ක් සඟරා වර්ග 06 කින් යුක්තය. එසේම ශාඛා පුස්තකාල 2 න් යුක්තවේ.
ඌව පළාත් පුස්තකාල සේවා මණ්ඩලය විසින් 2017/2018 වර්ෂයේදී මෙහයවන ලද ඌව පළාත් පුස්තකාල එලදායිතා තරඟයේ දෙවන ස්ථානය බිබිල මහජන පුස්තකාලයට හිමිකර ගැනීමට හැකි විය.
2021 වර්ෂයේ, ශ්‍රී ලංකා තොරතුරු හා සන්නිවේදන තාක්ෂණ නියෝජිතායතනය (ICTA) හා ශ්‍රී ලංකා ජාතික පුස්තකාල හා ප්‍රලේඛන සේවා මණ්ඩලය හා එක්ව “ඩිජිටල් පුස්තකාල ව්‍යාපෘතිය” හරහා යාවත්කාලීන සංස්කරණ මුහුණුවරකින් යුත් පූර්ණ පුස්තකාල ස්වයංක්‍රීය පද්ධතියක් ද නවීන අංගෝපාංගයන් හා සේවාවන්ගෙන් ද සපිරි නව තාක්ෂණික අත්දැකිමක් සඳහා දොරටු විවර කර ඇත.
Bibile is a town located in the Bibile electorate in the Monaragala District of the Uva Wellassa City. The heroes who gave life to the great revolt against the British in 1818 were born in the city of Bibile.
Also, oranges have been cultivated in the fertile area of Bibile since ancient times. The natural forests and the Nilgala forest, which is rich in medicinal plants, are rich in natural springs and water bubbles. It is also known as "bubble" in ancient texts due to the large number of water bubbles that never run out, but is easily referred to as "bubble" due to its ease of use.
In the year 1967 the Hon. Chairman of Sri Lanka Freedom Party G.H. The Bibila Public Library was inaugurated under the patronage of Mr. Amarapala. It is now a Grade II library. Also, the library is open seven days a week and is closed on public holidays and Poya days. Reader services are provided under a wide range of categories: Book Disposal Division, Computer Division, Newspaper and Magazine Division, Investigation Division, Children's Division, Public Information Service Division, Public Service Information Division, Health Information Service Division, Newspaper Cutting Services Division, Audio The Visual Services Division provides reader services as a collection of information about locations and services specific to the Bibile area. The library has a collection of 18,000 books and about 5,000 members. There are also 32 newspapers in 06 types of magazines. It also has 2 branch libraries.
Bibile Public Library won the second place in the Uva Provincial Library Productivity Competition conducted by the Uva Provincial Library Services Board in the year 2017/2018.
In 2021, The Digital Libraries Project was implemented at this public library by Information Communication Technology Agency of Sri Lanka (ICTA) in collaboration with National Library and Documentation Services Board by providing an advanced and updated library automation system and introduced modern infrastructure which is in demand to improve the quality and efficiency of the library system in the country. Presently the library is fully equipped with modern electronic devices to provide digital library services to the public. Users can easily search, find, locate and hold required books through this Online Public Access Catalogue.
